Current guidance shows solid model support for this pattern, though details will likely evolve with time. Washington could take the brunt of the rainfall, where flooding may become a concern. Higher elevations will be cold enough for accumulating snow. A strong 300mb jet will provide ample upper-level lift, while deep moisture and persistent onshore flow support prolonged heavy rain.
