Someone Wired Two Car Batteries To A Trash Can By A Tree 🤔

It's two car batteries, all wired up and connected to a garbage can. I have no idea what is going on here. For what it's worth, I'm almost positive this tree has Dutch elm disease. Perhaps that is somehow related. I'm just so curious if this is some kind of testing contraption. What are these little poles on the back of trucks?

I keep seeing these stick-like things on the back of almost every pickup truck around here. It’s like a short metal pole with a little box or cap on top that looks plastic? No visible wires or lights that I can tell. I live in North Texas, if that helps. What are these?
