Taking a wild guess it the key to tighten the nuts and loosening the bolt on the old metal roller skate so you could slide the toe piece and heel pieces to lengthen the skate to your shoe size.

Well that is something I haven't seen in a long time. Yep, That's a skate key alright. Oh now that brings back some great memories.🥰👍

Used one of these on my steel roller skates to adjust the length and tighten the grip on my sneakers. Some of us would separate the skate in two and bolt the pieces to a board to make a skateboard.
