Even though there is a lack of information here, I have to say that, from the available information, I am agreeing with him. There is a lot of work to be done in caring for a home and if they have children it multiplies. There needs to be thoughtfulness on both sides, but if she is staying at home while he is working she should be dong the majority of home keeping chores. He should pitch in with jobs like car care, lawn care and help with the children when he is home.
